Weblog adjustments

As of today, postings published in this weblog in both English and Spanish (such as this one) will continue to include a header indicating their availability in the other language, but will no longer include a link to the corresponding posting. Postings in both languages will be published at the same time, so they will be displayed back-to-back. Likewise, I've edited all existing posts in both languages so that they display the header as it will be used from now on.
I have also consolidated two postings on Mexico's Union Congress party makeup following the 2006 federal election, and the comparison with previous legislatures in one single posting per language.
