Federal Elections in Mexico 2006: False ballot box "pregnancy"?

The Federal Electoral Institute (IFE) has issued a press release (in Spanish) concerning the video presented yesterday by Andrés Manuel López Obrador, which allegedly showed an instance of ballot box "impregnations" (i.e. stuffing) in last July 2 federal election.
According to IFE, there was no such ballot box "impregnation", but rather a case in which a number of federal deputies election ballots were found in the presidential election ballot box, and these were then moved to the appropriate box by poll workers, as prescribed by the electoral law.
